Evaluación del impacto en la sostenibilidad de las políticas europeas

Un proyecto europeo que puede ser interesante de seguir. En principio está muy bien esto de disponer de modelos potentes para evaluar el impacto en la sostenibilidad, pero la clave está en cómo se define lo que se quiere evaluar. Según dicen, también lo van a mirar:


Expected Results


APRAISE will offer guidance on ex-ante policy impact assessment and come up with general policy recommendations. APRAISE will therefore assist policymakers in reducing inefficiencies in policy design and to create win-win situations whereby economic strength goes hand in hand with environmental protection and efficient use of natural resources. The main outputs of APRAISE are as follows:
  • Extension of policy assessment models: for the top-down analysis, a modified version of the dynamic Computable General Equilibrium model of the world economy, based on the GTAP-model and database is used. BSAM is used for the bottom up approach.
  • Empirical analysis of environmental policy instruments (and their mixes) employed in different relevant sectors, such as water, waste, transport, air quality.
  • Development of modelling scenarios to provide additional data about the macro-effects and the structural effects of a given policy, including deployment of green technologies and socio-economic effect of different combinations of policies. There will be a two-pronged approach to the scenario generation:
  • focusing on the response individual actors may have on a combination of policies, while simultaneously facing uncertainty in relation to market parameters, and
  • an integrated approach, where the impact of policies is studied from a social planner perspective and the focus is more on the interactions between sectors, policies and actors.
  • Integrated policy assessment. The results of both the empirical and model-based analysis concerning the effectiveness, efficacy and efficiency of environmental policies and their interaction with each other and with other policy fields are consolidated for the environmental sectors considered.
  • Dissemination and exploitation activities for discussion refinement and dissemination of the methodology and models results.
