We find that winning GPP contracts not only reduces emissions relative to firm size but also boosts productivity. These effects persist well beyond the contract period, suggesting that GPP may create a lasting business case for green investments. The main driver of these improvements is the persistent increase in R&D spending. By awarding contracts to firms with the highest recycling performance, the affirmative program creates strong incentives for firms to invest in green innovations. Such innovations have positive spillovers on environmental and economic performance over time.
